Microsoft releases Build 22478 for Windows 11 on the Dev Channel with two new totally redesigned wallpapers and emojis

Microsoft has released Build 22478 within the Dev Channel in the Insider Program. A new build for Windows 11 geared towards preparing for the update that should arrive later in 2022, thus separating it from the improvements we see in the updates that arrive in the Beta Channel and Release Preview.
And the first thing that stands out is the reminder that it is the seventh anniversary of the Windows Insider program, so they have launched two new special wallpapers designed by the Microsoft design team.Along with this comes the ability to use Windows Hello with external monitors, improvements to the update stack, new emojis… and more that we're reviewing now.
News in this Build
- They are testing update stack packages that offer update enhancements outside of major OS updates, such as new builds.
- Now Dev Channel builds expire on 9/15/2022 while previous Dev Channel builds from the RS_PRERELEASE branch will expire on 10/31/2021.
- Two new special wallpapers are here designed by Microsoft design team with support for dark theme and light theme.
- The new emoji arrive in Windows 11 in the Dev Channel, among them the well-known Clippy and it does so before its arrival to the rest of users. Emojis like face in the clouds, heart on fire, space with spiral eyes and many more. To see the new emojis you simply have to open the emoji panel with WIN +. Also added support for Unicode emoji up to Emoji 13.1.
Changes and improvements
- The updated version of the Korean IME, which began rolling out with build 22454 , is now available to everyone on the Dev Channel.
- When the computer is turned off, it is now you can log in to the PC using facial recognition (Windows Hello) on an external monitor connected if you have a compatible connected camera.
- They have made a change to the underlying indexing platform to help improve overall reliability and database size, which should help reduce disk space usage on the system, particularly in cases where users had very large Outlook mailboxes.
- Scrolling the mouse wheel over the volume icon on the taskbar will now change the current volume level. "

Corrections
- In the Start menu keyboard focus will no longer be lost if ESC is pressed after opening the user profile side menu on Start.
- "Updated the message text when pinning something from a UWP app to Start, so it now simply says Do you want to pin this to Start?."
- In the taskbar, fixed an issue that caused Notification Center to get stuck in a state on recent builds where it would stop starting.
- The plus icon for adding a new desktop will now display correctly when hovering over the Task View icon in the bar tasks when Arabic and Hebrew languages are used.
- After opening an application's jump list from the taskbar, right-clicking the application name should now display the correct icon for Pin to Start.
- Left-clicking and right-clicking the taskbar at the same time should no longer crash explorer.exe.
- In File Explorer, fixed an issue where the command bar performed unnecessary calculations when navigating to folders, causing unexpected performance degradation.This is also believed to be the main cause of performance issues when using the drag function to select files, as well as using the arrow keys to navigate in certain folders. "
- The Show Hidden Items> option when multiple File Explorer windows are open."
- Fixed where widget dashboard can appear empty.
- Fixed widgets displaying the wrong size on external monitors. This issue and the previous issue have been fixed with version 95 of Microsoft Edge.
- The recent searches dropdown when hovering over the search icon in the taskbar should no longer be immediately dismissed on invocation if an admin window is in focus.
- Setting focus to the search box in File Explorer should not cause the touch keyboard to be invoked and dismissed immediately now when using a tablet with the taskbar set to auto-hide.
- Fixed an issue that caused the handwriting pad to not insert text when used to write Chinese.
- Fixed a memory leak that could occur in ctfmon, causing unexpected resource usage over time.
- Fixed an issue for a small number of users that caused TextInputHost.exe to crash when setting focus to any text field.
- Fixed an issue that caused Settings to fail when radio buttons were updated, for example if you connected an additional audio endpoint while the Sound page in Settings was open.
- Improved loading performance of themes displayed in personalization settings.
- "If a non-admin user changes their display language in Language Settings, they will no longer show the clickable logoff button there, as they were opening a login box. UAC dialog and causing confusion."
- The Windows Update entry at the top of the system page in Settings should no longer be misaligned with the other options ( when displayed) in languages such as German.
- "Braille options in Settings for Narrator users should now be in sync with the actual state of the Braille input/output mode."
- "Made a change to help fix an issue where Streaming Media Options in the Network and Sharing Center unexpectedly reverted to default settings after an update. "
- Improved Quick Setup startup reliability. This change should also help fix the issue that causes the window to not fully render (just a thin rectangle).
- Fixed an issue where if you clicked the media controls area in Quick Settings, the app would not be displayed in the foreground in certain cases.
- Fixed an issue where the colors of items in Quick Settings could get stuck and not reflect the proper color for that state, especially when using a contrasting theme. "
- Updated Quick Setup page to manage audio terminals from Volume to Sound Output. "
- Opening the page to manage audio endpoints in Quick Settings should no longer cause a brief dropout in audio playback when multiple devices are listed.
- Fixed an issue with using ALT + Tab too quickly that could cause explorer.exe to crash.
- Holding ALT and pressing F4 after pressing ALT + Tab will no longer crash explorer.exe.
- When using Arabic or Hebrew display languages, when dragging an application window to a different desktop, the thumbnail should now display by moving in the correct direction.
- Fixed a case issue that caused LP.cab files to be deleted unexpectedly in certain cases, which could lead you to change your display language until you added your desired display language back in Settings .
- "Fixed an issue that caused some users to see an error check with the error KERNEL_SECURITY_CHECK_ERROR."
- Mitigated an issue that caused the SysMain service to use an unexpected amount of power on recent builds.
- If the display order is missing in the BCD setting, that should no longer cause an update error.
- Fixed an issue that caused sub titles to draw at the wrong offset in certain apps.
- Mitated an issue that caused crashes related to audiosrv.dll.
- If you are going through OOBE with an Arabic or Hebrew display language, the volume and accessibility buttons should appear on the correct side of the screen now.
Known Issues
- Users who update builds 22000.xxx or earlier to newer Dev Channel builds using the latest Dev Channel ISO, may receive the following warning message: "The build you are trying to install has Flight Signed.To continue with the installation, please enable flight signing.If you get this message, press the Enable button, restart your PC and try the update again.
- Some users may experience reduced screen timeouts and sleep times. They are investigating the potential impact that shorter screen and idle times could have on power consumption.
- In some cases, you may not be able to enter text when using Search from the start or taskbar. If you experience the issue, press WIN + R on your keyboard to open the Run dialog, then close it.
- The taskbar sometimes flickers when switching input methods.
- They are working on a fix that caused tooltips to appear in an unexpected location after hovering over the corner of the taskbar. "
- After clicking the search icon on the taskbar, the search panel may not open. If this occurs, restart the Windows Explorer process>"
- The search panel can appear black and not display any content below the search box.
- We are investigating Insider reports that the volume and brightness sliders are not displaying correctly in Quick Settings.
