The bug, which has already been discussed in the Microsoft forums, only occurs under one circumstance and that is that only affects computers that have any device connected via USB Type C. A problem originating from the USB Type-C Connector System Software Interface (UCSI). This causes the computer to shut down slower than usual. In fact, at Microsoft they talk about a process that will take 60 seconds longer than normal.

It does not matter what device we connect as long as it is done via USB Type C to the PC and it only occurs if at the moment of turning off the equipment is connected. If we remove it before, the computer will shut down normally, without delays

The fault does not appear if no device is connected or disconnected in the shutdown process, and if after turning the power on again turn off the computer, this process will be carried out at normal speed.

Microsoft is already aware of the error and while they are solving it they have reported that the error is not serious, since it does not damage the devices USB in the shutdown process.
