Following user complaints, some users claimed on the Reddit forums that this issue could be caused by a file with a colon or providing a shortcut to Steamin the start menu. A theory that did not have an official response.
And in the face of complaints, Microsoft has released Windows Defender Update 1.313.1687.0 to address this issue. An update that can be downloaded from within Windows Defender or by going to the path Settings > Windows Security > Protection against viruses and threats and once inside check for its existence of updates."
