AMD's GCN architecture arrived at the end of 2011 and since then it has been present in all its graphics cards, it is true that there have been several evolutions but they are all small modifications of the same base. This makes the GCN architecture very obsolete compared to Nvidia, so AMD would already be working on a replacement.

As long as AMD started working on this new architecture in 2017, it would still take us a long time to see the first products that make use of it. Zen architecture began to develop 4-5 years ago and it was not until last 2017 when we saw the first processors based on it. Developing a new architecture is a very expensive and complex process, requiring several years of work. The foundations for this new post-GCN architecture would be laid by Raja Koduri, who left AMD late last year to work in Intel's graphics division.
This is a step that has to be taken at some point, as GCN can no longer compete with Nvidia's GPUs that are much more energy efficient. Unlike AMD, Nvidia has made strong modifications to its GPU architecture since Kepler's arrival in 2012.
