This agreement reached is necessary to guarantee that AMD will yield the 293 million dollars that the license of the Zen architecture will take to the Chinese companies, without breaching the cross-licensing agreement of the x86 architecture that it signed with Intel, the owner of this architecture.

Chinese companies have decided to build their Dhyana processors instead of relying on AMD's EPYC processors, not only because they want more control over the supply of these chips, but also to make sure that China can keep tabs on all the software that runs the processor, and eliminate any back door to foreign governments. It is no secret that China wants to reduce its dependence on other countries.
