Nvidia has already made it very clear that it has no immediate plans to jump to the 7nm design just for the sake of doing so. A factor they have regularly endorsed by claiming (indirectly) that their 12nm design will always be better than anything AMD can do with 7nm.

We still don't know if the next Navi graphics cards will be able to improve the power consumption and temperatures compared to Radeon VII. It is too early to ensure anything, Radeon VII is seen as AMD's first foray with a 7nm node and also belongs to another architecture (Vega), so Navi would have a lot to say in this regard.
