That's what the Android x86 project has been trying to do, and a newer project called PrimeOS is building on top of that philosophy to bring a better desktop experience to PCs, especially those with slightly older hardware.

Android x86 already provides a version of the operating system that you can write to USB and install on any older x86 / x64 PC, as long as you know how. However, this version stays as close to AOSP as possible, so it doesn't make many changes to the user experience to make it more desktop friendly.

PrimeOS takes things a little further and stays close to the pure Android experience. To be specific, just add features you deem necessary to provide a true desktop experience. Things like a start menu and a taskbar and multiple windows with buttons to minimize, maximize and close. It even supports the most popular keyboard shortcuts, such as Alt + Tab, Alt + F4, Win + D, etc. And for apps you don't want to launch in windowed mode, there are settings for them, too.

PrimeOS also includes some features for Android games in desktop mode, including key mapping, there are even predefined assignments for popular Android games like PUBG. Of course, performance can vary depending on your PC hardware. PrimeOS is still in beta and available for free, though the developer doesn't mention whether it will become a paid product later.
