In a statement, he stated that "There is a demand and it is simple: fill out a form with information about the company that controls Telegram" that must be sent to Roskomnadzor (the body that controls communications) so that these data are included in the registration of information dissemination organizations. " In case of rejection… Telegram will be blocked in Russia until we receive the necessary information."
In the event that Telegram complies with the demands of the Russian government, the service would be included in the official registry and this would mean that the Russian regulatory body would have access to users' chat histories and encryption keys and could share them with the authorities if they request them, as published by the Russian news agency TASS.
Russian Telegram founders Kremlin, Nikolai and Pavel Durov have already declined prior to Russia's requests. In 2014 they refused to release data on UKranian users of Vkontakte, a social network that they, too, had created.
We don't know yet how this story will end however, it seems that the Durovs are not quite up to the task of giving in to Russian demands as, in fact, they plan to divide their encryption keys into separate data centers around the world to ensure that " no government or block of like-minded countries can interfere with people's privacy and freedom of expression. ”
