The development of Elementary OS is always based on the latest version with extended Ubuntu support, that is, the LTS versions that Canonical maintains for no less than five years. Thus Elementary OS 0.4 Loki will build on all the packages available for Ubuntu 16.04 Xenial Xerus in order to offer an advanced and modern operating system while being stable. By relying on the LTS versions of Ubuntu they make sure they can offer a distribution with support for years.
Loki is still in full development, so it is quite possible that we will still take several months to see its final version, which will arrive loaded with new features and aims to be the "most beautiful Linux distribution".
