Universal Windows 10 (UWP) applications work in a sandbox environment, while applications that are ported to the Windows Store through the Centennial project have greater access to the operating system but are verified by the company before being released. Linux distributions work in a different way and are not treated like UWP, so Microsoft does not want to take risks and has decided to remove their compatibility.
So if you have purchased a Windows 10 S machine and want to enjoy the Linux distributions available in the Windows Store, the only option is to upgrade to Windows 10 Home or Windows 10 Pro.
