UWP applications are compiled into three packages: ARM, x64, and x86. The ARM package is 32-bit, since traditionally the only ARM devices were Windows phones, which always had a 32-bit operating system. When downloading a package from the Windows Store, the store downloads x86 application packages in the event that there is no ARM package, since x64 is not compatible with ARM processors.

The new ARM64 SDK will mark the arrival of 64-bit ARM applications on the platform, which will help improve processor performance by taking better advantage of its capabilities. Unfortunately, x64 packages will still be unsupported, making it impossible to use applications like Photoshop Elements, which is only available with x64 architecture. Microsoft is unlikely to add x64 emulation support to Windows 10 in ARM anytime soon.
