JPR mentions that Moore's Law is increasingly becoming a problem as manufacturing nodes are slowing down to smaller wafer manufacturing sizes (Intel has been stuck at 14nm for years). This would have a negative impact on desktop PCs. Another factor is that SmartTVs are improving, allowing game streaming services in the near future without the need for a video game console or a 'Gaming' PC. A third factor would be the exclusivity of the games, many software houses are trying to make more exclusive games for PlayStation and Xbox.

The PC gamers that will change mostly are the ones who own a very modest PC. The next generation of consoles from both Microsoft and Sony will most likely see the light of day in the next twelve months. Which should also be a new boost for the console market.
