One of the highlights of the next generation Ryzen 3000 is the support for the new PCIe 4.0 connection interface. As a successor to PCIe 3.0, it offers twice the bandwidth and a host of other optimizations. AMD, through a Reddit post, has clarified the support for PCIe 4.0 on current and older X470 motherboards.

Going from PCIe 3.0 to PCIe 4.0 on a motherboard is not too difficult. In order to use PCIe 4.0, the connection guidelines between the CPU and PCIe slots must be followed. If the PCIe 3.0 motherboard was 'super-engineered' in the first place, and it supports PCIe 3.0 very well, then there is a possibility that those same connection traces can make use of PCIe 4.0 without any problem. The problem arises when some motherboards can be successful in PCIe 4.0, while others cannot, since they barely support PCIe 3.0 connections.

The only motherboards that will support PCIe 4.0 in the future will be the 500 series chipsets, which are currently only in the X570 range, although the B550 line is expected to arrive later this year.
AMD's decision is not to create confusion in the market, where some motherboards could support PCIe 4.0 and others not, fragmenting users of the AMD platform.
"Pre-X570 boards don't support PCIe 40. There's no guarantee that older motherboards can reliably run the strictest Gen4 requirements, and we simply can't have a 'yes, no, maybe' mix on the market.". The potential for confusion is too high. When the final BIOS is released for the third generation Ryzen (AGESA 1000+), Gen4 will no longer be an option. I wish we could have done this backwards, but the risk is too great."
The explanation seems quite convincing and makes sense, although it would have been interesting, at least, to have the option on some high-end motherboards, as this would force many users to buy new X570 motherboards in order to take advantage of the new PCI Express 4.0 technology..
