The i9-9990XE is supposed to be a more powerful model than the i9-9980XE, despite having fewer cores. The i9-9980XE has 18 cores, while the i9-9990XE has 14 cores, in exchange, Intel increased the frequencies in the latter. The new processor has 19.25 MB of shared L3 cache with a staggering 255W TDP.

The processor was supposed to be exclusive to system manufacturers (those who can get it). Intel will hold a quarterly auction of this processor for manufacturers, but it appears that some units have fallen into the hands of retailers to sell at a more expensive price.

Basically we went from a processor with a cost per unit in auctions of about 2300 euros (approximate), which was already quite high, at about 3000 euros. Presumably, over time the processor will reach more than one retailer in good quantities, but it seems that manufacturers have the priority to get hold of them first.
