AMD announced the performance- focused EPYC Rome 7H12 processor, which is essentially an EPYC 7742 with a much higher all-core clock speed (made possible by higher power consumption).

AMD announced the 7H12 alongside the Atos water-cooled BullSequana supercomputer, and almost immediately Atos began setting more performance records with EPYC.
According to Atos and AMD, BullSequana set four new performance records in the SPEC CPU 2017 app, all of which were previously held by AMD's EPYC 7742. Thanks to its higher clock speeds, the 7H12 offers 11% more performance in terms of TFLOPs than the 7742, although this only equates to a few extra percentage points of performance at SPEC benchmarks.
The new records add to EPYC Rome's already impressive list of over 100 performance records. Atos praises the 7H12's energy efficiency, even though it doesn't focus on efficiency precisely. For 11% more performance than the 7742, the 7W12's 280W TDP is almost 25% higher.
This does not necessarily mean 25% more energy consumption, as the TDP is not a one-to-one mapping of energy consumption, but still represents a significant increase. The 7H12 is not inefficient, however it is not as efficient as a slightly slower CPU. In any case, sometimes it's worth sacrificing some efficiency for performance in high-performance computing (HPC) workloads.

AMD claims that the 7H12 also provides a very low total cost of ownership (TCO) relative to its performance. We don't know the price of the 7H12 at the moment, but it's obviously higher than that of the 7742. Considering that the 7S12 is also less efficient, the fact that it's still competitive is somewhat impressive.
AMD has emphasized EPYC's lower TCO compared to Intel's Xeon since the first EPYC Naples chips were released in 2017.
